Here is the full text of the Proclamation of the King (Messina, 20 May 1815) of Ferdinand IV, later Ferdinand I of the Two Sicilies, as published in the Collection of Laws :

"After so many years of painful separation, like the Divine Providence, to return to 'our beloved subjects of their legitimate sovereign, and our hearts that he holds most sacred. Our sacred rights of the Two Sicilies, recognized and confirmed by Universal consent of the Powers of Europe in Congress, the forces of 'our allies and our magnanimity, love of' people who have longed for our return, they get the time they stop all the evils that have a bleak, beautiful and great part of 'our dominions. To respond to such a marked benefit of the Most High, and to 'feelings of our minds, we consecrate all our moments, and employ all our care to make our people happy and quiet: and they will help Hill virtues necessary to social order, harmony, moderation and mutual trust.
